In 2012, we have made an Interstate sales. they did not give the C form to us till today. Now they do not want to give C form but full 5% Tax with interest. What is the rate of interest?

What I asked is, What is the interest rate to be collected from the Purchaser. In 2011. we have made an interstate purchase fro Rs.100. He paid a tax Rs.2 @ 2% (CST) and did not submi C form. Now he is ready to pay Rs.5 ( 5% vat on Rs,100)with interest. How much Should we collect from him?
