Are ER 6 and ER 4 compelsary to fill for Every Assessee?

ER- 4 is annually rotation form. Which is applicable on that assesee who have paid Rs.1 crores ( pla plus cenvat) in previous year.
ER- 6 is Monthly Form which is filled by manufacturer who have paid Rs.1 Crores ( Pla plus Cenvat) in previous year.
