Am I eligible to give CA Final exam in May 2013?

I have completed my articleship and have also cleared my inter exam. Therefore, I can understand from the link that I am eligible to give the exam.
But when I logged in to make an account to register for the CA Final Exam, I got a notification that said that I register only as a Provisional Candidate, the meaning of which i failed to understand or find on the ICAI website. Kindly throw some light on the same.
