No. Interest on Tax Saving FD is not eligible for deduction u/s 80C and also it is not Tax Exempted. So you have to pay Tax on Interest earned on Tax Saving FD and also you can not claim Interest amount as deduction u/s 80C treating this as amount reinvested.
