If I am unhappy with the way my CS practical training is being conducted, can I take a NOC from the company and sit at home looking out for another opportunity or NOC can be obtained only once we find another job and need to transfer to the new company.

You can take NOC from the company and join with other company/firm.

This means that I can get an NOC irrespective of the fact that I am sitting at home searching for another opportunity or being transferred to another company.

But will the new company agree to recruit me since I won't be working in that company for an entire period of 15 months. Will be there only for the balance period.?

Yes, you can start for 15 months of traing with other company if you have not submitted your quarterly report with Institute.

Submit NOC with Institute and start 15 training with other company.
