the bill has been passed ...But passing the process of circular is still in process.

The Institute on 23-02-2012 issued a Notification by which they have given option to graduate student for direct registration in IPCC, but after this notification Institute has not isued any further notification on this matter.
So I will request you to contact the nearest Institute for current updation.
