As per Section 209 (1) (d) if a company is a) engaged in manufacturing and processing of goods and
b) it belongs to a class of companies prescribed by CG in this behalf then such company has to maintain cost accounting records and Cost Audit will also apply in such cases...
Vanaspati Industries are inter alia specified by CG and therefore cost audit will be applicable.
