we do require 8-10 labour for 5-6 days.
one contract agency will provide the labour.
but they are not registered with ESI PF etc.
they said PF is not applicable since they don't have more than 20 employees.
Pls suggest

Contractor is right as there should be at least 20 employees for the applicability of PF.
