What is the criteria to avail the Composition Scheme in Service tax?

In the new law of Service Tax w.e.f. 01-07-2012 Composition Scheme is abolished. However Rule 2A of Service Tax Valuation Rules 2006 deal service tax value @ 40% of gross amount of works contract service.

Thanxx Jitendra for the solution. I have one more query.. Services provided by Indian Branch to African branch of the same concern.... is Service tax applicable on the same?
