15 December 2016 is regular assessment u/s 143 (3) is compulsory for all assessee?

15 December 2016 NO, Scrutiny Assessment u/s 143(3) is required to be done only for those assessee to whom Assessing officer serve notice under section 143(2) only. It is not compulsory for all assessee.
