Clarification on international competitive bidding

31 October 2016 We are representing an European Coatings Manufacturer for the markets of India & Srilanka as Distributor since 2006. Recently, there is a International Competitive Bidding for PSU where this Technology is approved for supply but has to be taken as Turnkey project along with the application. We do not meet the eligibility criteria by financial conditions that were published by the committee and our parent group cannot execute from their side due to logistics. Please advise how we can take the bid using their financial criteria by way of any documentation or legal binding that we represent the same company
