Can a ceo of a company take big decisions like advertisement of a product or launching a new product line etc without the approval of board

As I understood from the question , CEO is an employee of the Company and reports to the Board of Directors .If he has got power by Delegation of Authority to approve all expenses then he can do so . It depends of DOA Limits . If there is no limits set in the DOS then he can decision on his own .
Alternate : If he has one of the Board Member then he can act only as per the terms of his appointment i.e based on the Board resolution which controls his appointment he can take decisions .
