I have a interest income of rs 60000 and LTCG from HP IS 230000. can i claim slab rate benefit.

No. If you are not a senior citizen, you have to pay tax @ 20% on Rs.90,000/- as per 112(1)(a)(ii) of the Income tax Act,1961.
