Can we define salary structure without D.A.

Dear Sir,
I would like to know is there any provision or proposal to define salary structure of employees without D.A. Our management define staff salary structure with Basic, HRA, Special Allowance, Supplementary Allowance. As per my knowledge it is absolutely wrong. You are requested to kindly let me know Is there any provision in Labour Law / Company Law / Income Tax Act is provided any amendments or exceptions for salary structure without D.A.

Now in almost all companies' salary structure, D.A. is not there.

there is no statutory regulation that require us to show d a as a part of salary .
