Building maintenance charges

Upto the last month we have paid maintenace of our office Building
on share of actual maintenance charges basis and that is mainly electricity charges as per electricity bills. From July onwards they added paybill of Attendent, repair charges of Lift etc and the yearly payment would be according to the new bill Rs. 74,000/- only (details not giving).
Is tds to be deducted while making payment to the party and under which section? The maintenance charges is to be paid to a Association form for this purpose.
In Rent agreement it is mentioned that maintenance charges will be born by the tenant but the it is not mentioned it is to be paid to the association.
The total maintenance charges including already what we have been paid on share of actual electricity expenses would be more than Rs.75,000/-
