Can someone assist me on this. I have a client who has not paid Profession Tax from the year 2001 as he went to US in that year and from then his status was that of a Non Resident. Is he liable to pay Profession Tax ? What is the procedure he needs to follow for surrendering PT No.?

Can anyone help me by answering the below queries:-

a. how to get registered with professional Tax Act.
b. What is the procedure for getting license from Shop and Establishment Act.
c. What is the procedure for clouser of Service Tax.
