Articleship transfer after one year

23 November 2013 hello sir can u tell me that can I take transfer on the basis of late payment of stipend i.e. I joined on 20-6-2013 and received stipend on 27-8-2013 and this situation is persisting now means I am receiving stipend after one month from completion of month please tell me the answer
