I joined my articleship on 16 august 2011 now i wanted transfer but my CA refusing me for transfer so now what can i do for transfer?

You shall be required to write to the institute request for transfer with the grounds and reason for the transfer.. should the institute approve the same and if the same is in line with the rules pertaining to articleship, you may be allowed to take transfer..
