Applicability of gst

According to current situation, GST will come into effect only after 2013 April. It is still under discussion, as some of the opposition states are not interested to implement GST in their states. They do not want to lose the interest of the state revenue. Regarding service tax, the current negative list is the base for GST. Regarding Excise they are also ready for such a negative list. Only state vat requires more time.
