This discussion clarifies the applicability of Form 24Q for employers, particularly when no Tax Deducted at Source (TDS) is applicable due to low employee salaries. Even if no TDS is deducted, filing Form 24Q for the fourth quarter is generally required to report total salary paid and submit Annexure II. This is often necessary for issuing Form 16 to employees.

For the fourth quarter, you are required to file Form 24Q to report the total salary paid during the year, even if no TDS was deducted. This is because Annexure II (which details annual salary and deductions for each employee) is required to be submitted in Q4, and some authorities expect this reporting for issue of form 16 to employees.
