i want to file return for the period of 2013-14 , can i use form 20b, 23ac, 23aca

yes you can file the return for 2013-2014 using the old forms. as the applicability is from 1 april 2014

The forms referred by you may be used for e-filing which will be hosted in the mid week of August,2016.
