A person who is not liable to pay service tax as his receipts are below 10 lakhs may get the benefit of Amnesty Scheme for non filing of Return from 2007-2012?

Duty liability will not arise if they are under the ssi exemption but penalty can be impose for non filing of return. Department can be waived also.
