4% SAD refund on DEPB license

hi,
we planning to purchase DEPB license for import of steel cargo. following discrepancies araise?
1. if we utilise DEPB license, is there any benefit in VAT/CST?
2. while clearing cargo we will be paying 4%Sad to govt., in this case we will able to get the refund?
(we experience that when we prove VAT/CST payment to govt then we are able to get refund)
