10 March 2014 Dear Sir,
In case where the gross total income is above the exemption limit in AY 2012-13. And we file retrun now then in such case cpc will issue notice u/s 271f or
cpc will transfer the matter to local office for proceeding u/s 271F.

Please enlighten me, generally what cpc do in such cases.

10 March 2014 cpc doesnt issue penalty notices. it is transferred to local jurisdiction.

10 March 2014 you have not filed return,
not u file return then you face penalty notice . and intt. on tax amount.
notice you receive by harcopy on your address.

if you are not take any action on that then ITO send notice for recovery.

10 March 2014 they may issue you the 143(1) amendment...but 143(3)/penalty proceedings will be by ITO only
