The amount of interest received on rec bonds by a person is chargeable to tax and its being transferred from his nro a/c in India to local savings bank A/c in kenya.
So is the person required to fill the form 15 CA and 15 CB if he is remitting the amount to himself?

Yes after paying taxes due amount can be transferred. And form 15cb/ca compliance is required.
