No, registration formalities has to be done off-line.

But In Income Tax Website we can file form 10A in online

Login in to Income tax website go to E-file click on Prepare and Submit Online form (other than Itr)select 10A form

Thanks for sharing the link. But neither in Proviso to rule 12(2) or in rule 17 nothing
is mentioned about electronic filing of form 10A.
