Who is not entitled for house rent allowance?

sir,
my father is govt employee n he lives in govt house.. so he doesn't get HRA..
but I have a sister who is a teacher in school but she dint get HRA as she lives in my father house. n her other colleagues get HRA ..
so plzz tell me is the school accountant doing right by not giving the HRA or my sister is entitled for it..?

Salary structure is the option of the employer. so paying house rent allowance is the optional only. incase HRA is not there in salary structure, you can take deduction u/s.80GG for the rental expenses

The school accountant is wrong in denying HRA to your sister. HRA payment is not based on living in rental house.
He may be right in denying income tax exemption for HRA as your sister is not paying any rent but the school should pay HRA to your sister.
