Dear sir I have closing capital of Rs 1000000 whether I can give white entry check deposit cash of rs 700000 but sir cash balance asper books only 300000 in this case to give white entry to builder.

You should not do so as the basic question is How you will deposit 700000/- in your bank account when you are having cash amounting to Rs 300000/- only?
