When to deduct tds

14 April 2014 Contractor's Bill Date 13.04.2014
Payment Date 14.04.2014
Actual work relates to March 2014.
In March, we have to make Provision,but when we have to make TDS on 31.03.2014 or on 13.04.2014.

And if we receive bill which relates to march,2014 on 16.5.2014, i.e after completion of due date of TDS payment & after completion of due date to file TDS return.

Please suggest.

14 April 2014 FIRST LY BILL MAKE AFTER THE WORK COMPLETIOIN
ON THE PAYEMENT BASIS OR BILL BASIS BOTH ARE IN APRIL-14 THEN YOU CAN DEDUCT THE TDS IN APRIL-14

21 April 2014 you have to recd. this bill from vendor in march . other wise you to take prov. you take in on reliable basis.
