Contractor having contract for Providing & fixing electrical goods to Semi Govt Org.& asking no WCT deduction on Bill is it right

Let him provide the 0 TDS rate certificate.

Incase any specfic exemption is there, ask to provide the details, otherwise WCT apply even Govt contracts also
