We are mfrs in AP and we are purchasing MS ROUND BARRELS from Chennai mfrs and registered under TNVAT he is insisting waybill for supply of material.
As per APVAT RULUS 2005 Rule no.55 (5) way bills not required
Please suggest wat to do?

Way bill (Road permit/ delivery note) are required for entering goods in to a State. I don't think that other states should have any interest in way bill.
In your case you are bringing the goods to AP and as you said that no way bill is required under AP Act, just intimate the same to your supplier with some evidences.
