Dear Sir,
I have not received TDS certifcicate worth Rs.45 from deductee, the same is also not reflecting in NSDL website, so can file the IT return without claiming TDS(since it is small amount and not worth the hassle.)

Yes but income represented by the TDS must be disclosed in the return of income .
