we have taken VAT TIN no. in Jan-2012 and from jan to mar we have not collected vat from client.
is any penalty for that?
and now to upload form231 what to do?

It is not clear whether you have issued

Tax Invoice or Retail Invoice.

In both the cases you are liable to pay
tax with Interest.
