vat collection on scrap duty

hi all,
here this is ranjith vat on scrap is collected in the year 2005-06. for the a.y 2006-07 and 2007-08 vat is not collected on scrap auction. the value is about 80 lakhs. and for the a.y 2008-09it is collected normally.
can u suggest the corrective measures for this and guide me the proccedings.

Mr Ranjith, There is nothing you can do about it now. No corrective measure is available under the VAT law anywhere.
