wht will the treatment if the owner is placing order from delhi to purchase raw material in punjab, mfg in punjab and sale is being made in haryana

if your manufecturing unit is in punjab and you are also registered in PVAT then it will be your local purchase, and if you are not registered in haryana then it will be your central sale. Order place does not matter in VAT.
