Transfer of articleship in first year

Respected Experts,
I am pursuing first year articleship and I want to take transfer from the firm.
I communicate my principal but he denied from giving me transfer on the ground that that is not our office policy.
So, please guide me on above matter and also provide me ICAI rule and regulations regarding this issue.
And there is any provision in rules to express our intention of transfer to our principal ?
plz experts help me out of that problem.

did your principal disclose the POLICY of transfer of his OFFICE at the time of entering into form 103?
If yes...please be obedient enough to follow what you agreed.
