19 October 2010 I am in 1st year of Articleship and i want transfer from my firm but in the Transfer form it is mention that mutual consent of both and if my principal is not ready to singn then what can i do?
please give me your valuable suggestion as soon as posible.

You cannot do anything. he has to sign it.
atlast you can complain to ICAI but its not worth as it will take alot time and till than you will be with your old principal. and you can understand what will be the situation.

20 October 2010 But in the recent notification issued on 2nd july 10 , it is allowed to take tranfer within 1 year without any restriction,
but if my principal is not giving me tranfer ,then what is the meaning of that notification .

Please request letter to the principle and also make a CC of the letter to ICAI also for issue of No Objection Certificate. if in that case the principal is not giving letter then you can contact nearest chapter for the best solution.
