Trading activity by excise manufacturer

Whether there is any procedure for taking permission from Excise dept. to start trading in the premises of manufacture ?

Upto the 1.5cr turnover is no need to registered with excise if you have to do manufacturing. In the trading activity if you have to pass the excise duty then registration of excise is necessary.
