Is tds is to be deducted u/s 194I when a indv pays sum reimbursement of exps(like elec..water..repair..civil wrk etc)in respect of rented premises to the landlord?

if it is part of the agreement wherein the charges are borne by the landlord, then deduct TDS. However, if the charges are paid separately, then you can avoid TDS.
