TDS rate applicability

Sir, we have to make payment to one of vendor against the sales of licenses in which they have charged us VAT as well as Service Tax. so under whcih section TDS will be dedcucted i.e @ 2 % or 10 %?

If it is for the customized software license, TDS under 194J , @ 10 %.
