TDS on Uniform Bill Supplied by a Suplier

Please let me whether the TDS applicable to deduct TDS of a Uniform Bill which is supplied by a supplier.

If you have purchased the uniforms,then TDS is not required to be deducted as TDS is NOT applicable on purchases.
