one transporter has a bilty of amount rs. 4320 while he has no PAN no on bilty. is ther any requiremtn to deduct tds.

NO. NO NEED TO DEDUCT TDS TILL IT CROSSES THRESHOLD LIMIT. IN YOUR CASE IT IS WELL WITHIN LIMIT SO NO NEED TO DEDUCT TDS EVEN THOUGH PAN IS NOT MENTIONED.
