query is not complete, TDS applicable on the value inclusive of service in all cases except Rent payment, but what is service tax reimbursement

my sub-contractor pay service tax on civil contract @4.12% and raise service tax reimbersement bill to me & I pay service tax amount after deduction of TDS @2%.
please sugges this correct & give any circular & notification about TDS ON SERVICE TAX REIMBERSEMENT.
