Wether TDS should be deducted on royalty paid on sales, if yes percentage of TDS.

Obviously there is no question you have to deduct TDS. Service Tax & R&D Cess also are to be paid to the Government.

You need to look in DTAA and all the relevanta taxes are to be paid
