Tds on designing of the packing matarial

29 March 2016 if an assess is getting services for only designing of packing material for its finished goods from a company which is not a Indian company (also it do not have any establishment in India). bill will be raised in USD & payment will be done from EEFC account.

In this case will TDS be applicable?
