Tds on Brokerage/Consltancy Fee

I have hired one broker towards Purchase/Sale of my property. Now upon payment of Brokerage/Commission do i need to deduct TDS?
The payment will be from my personal account and i am not doing any business neither i am not covered under audit.
Further i don't have TAN No
