TDS-on bad debts

if certain income is not received by the assessee but was due to him and a TDS certificate is issued to him for the whole amount including the amount not actually recd. by him then can TDS be claimed even on the income not recd. by him(Bad debts)

Yes. TDS can be claimed as he must take the income in his account and keep the remaining amount in receivables.

Even then he can claim TDS.
