Is there any difference between TDS rate applicable for contractors and sub-contractors on advertisement charges?

no.. it remains same irrespective if you are a contractor or a sub-contractor.

no, now only one rate for the above category.
at present rate are 1% for HUF and individual and 2% of others and 20% for non PAN vendors
