Sir,
I have to make payment to Executive Engineer, National Highway, Govt of Orissa. Whether i should deduct TDS (IT) @ 2%?
else whether state govt offices require PAN or are exempted from the scope of Income tax act?

Generally it is the reverse situation. You have not clearly mentioned on what account you are required to make the payment to the Govt. Department.
