I am proprietor of mfg unit & my turn over is under limit i.e. Rs. 60 lac not liable for TAX Audit, Whether I am liable to deduct TDS from the payment to employee or contractors or advertiser

No u r npt liable to deduct tax at source as ur turnover is below 60lakhs n tax audit is not applicable to you
